The Ministry of Education announced that it will hold a public hearing on the draft reform of the fourth cycle (2025-2028) Education Internationalization Certification system in Daejeon and Seoul on Friday and Friday。

Since 2012, the government has implemented the International Education Ability Certification System, which evaluates the quality of international student management in universities every year, including illegal stay rate, dropout rate, language ability, and academic and life guidance。Universities with good management will be accredited, while those with poor management will face visa restrictions。

The reform will reduce the negative impact on universities by changing the basis for calculating the illegal stay rate to current students。

The standard of language proficiency for new students will be gradually raised。The proportion of incoming students who meet the criteria for the Korean Language Proficiency Test (TOPIK) will increase from the current 30% to 40% by 2026。However, those who take language training courses for more than one year will be considered as meeting the standard and will be certified in various ways。

TOPIK Level 2 achievement rate index has been added for long-term language training students who have more than one year。In addition, universities that seriously violate the law and undermine the purpose of the accreditation system will be designated as the subject of enhanced visa review for up to three years, even if they violate the law only once。At present, the sanction period for offending universities is one year。
